UNAIDS
Countries need strong and feasible policies on social, political, cultural, medical, health and economic issues to guide their HIV and AIDS response and to develop effective programmes. UNAIDS is responsible for developing policies and advocating for policy guidance on HIV and AIDS.

UNAIDS policy guidance:

  • articulates the broad principles and standards that should inform national (state and local) policies;
  • makes available evidence and best practice gathered from multiple sources;
  • is developed through a systematic process in consultation with relevant (internal and external) groups.

World Health Organization (WHO)
The World Health Organization is the directing and coordinating authority on international health. Within the UN system, the WHO takes the lead in the global health sector response to HIV/AIDS. The HIV/AIDS Department provides evidence-based, technical support to WHO Member States to help them scale up treatment, care and prevention services as well as drugs and diagnostics supply to ensure a comprehensive and sustainable response to HIV/AIDS.

While partnering global institutions within and outside the United Nations, the WHO HIV/AIDS Department works in the following areas:

  • policy development, and normative and technical guidance to help countries scale up HIV and AIDS interventions in the health sector;
  • country support, including capacity building and training for health workers;
  • securing an adequate supply of HIV medicines, diagnostics and other tools;
  • monitoring the global spread of HIV and AIDS, and the availability of treatment and prevention services;
  • advocating for greater global attention and commitment to HIV and AIDS.

World Bank
The World Bank — in partnership with others — is working to roll back the spread of the global HIV and AIDS epidemic. As the largest long-term investor in the fight against HIV/AIDS in developing countries, the World Bank Group is working with its partners to:

  • prevent new HIV infections;
  • expand treatment and care for people infected and affected by HIV and AIDS;
  • support countries to strengthen their health systems - develop and implement effective, costed, evidence-based national HIV and AIDS strategies and action plans, build well-functioning monitoring and evaluation systems; and use multi-sectoral approaches (e.g. working in education, social safety nets, transport and other vital areas).

The World Bank is working with all regions in the developing world that are affected by HIV/AIDS. The Global HIV/AIDS Program, ACT Africa (AIDS Campaign Team for Africa) and SARAIDS (South Asia Regional AIDS team) are helping to coordinate this work.
