Call for Expressions of Interest
STOP AIDS NOW! Joint Learning Programme is looking for a service provider to conduct a comprehensive evaluation of its four year intervention.
The STOP AIDS NOW! Partnership is a collaborative project of ten South African civil society organisations working with children and young people affected by HIV/AIDS and poverty: AREPP "Theatre for Life", The Catholic Institute of Education, Children’s Institute, Dance 4 Life, God’s Golden Acre, Save the Children UK, The Scouts Association of South Africa, Stellenbosch University, Targeted AIDS Interventions and Twilight Children’s Home.
Funded by STOP AIDS NOW!, the partnership has worked for the past four years to strengthen their individual and collective response to the needs of orphans and vulnerable children (OVC). It has done this through three main initiatives: Scaling up of existing projects of participating organisations; Promoting cooperation and exchange of services between partners; and a Joint Learning Project consisting of four learning tracks to develop innovative strategies for support and care of OVC. The total funds allocated to all components is over €4 million.
Expression of Interest for the provision of project evaluation services
STOP AIDS NOW! is seeking expressions of interest from a suitably qualified service provider team to undertake a comprehensive evaluation of funded activities. The service provider will be responsible for:
- Undertaking a desk review of selected reports and minutes of meetings
- Designing and conducting a participatory field study including visits to all ten SA partners
- Meeting with the Dutch funders in Netherlands and
- Completing an in depth study of 3 or 4 up-scaling projects as well as of the joint learning project

Closing date for expressions of interest: 26 January, 2009
Approximate duration of assignment: Selected expressions of interest will be invited to submit proposals with budgets by 17 February and adjudication will take place by 24 February. The contract is expected to provide for the completion of draft desk review by April 15, a draft final report by August 11 and the final report submitted by October 13. The contract envisions about 60 working days.
Location: South Africa and two meetings with Dutch funders in Netherlands
