Good donorship in times of AIDS
Within this development project STOP AIDS NOW! is committed to open up the dialogue and actively support partner organisations to develop and implement workplace policies. In the document “Good Donorship in a Time of AIDS: Guidelines on Support to Partners to manage HIV and AIDS in the Workplace” we have formulated a joint position with principles and commitments to affirm our attempt of becoming good donors.
The guidelines are short, written in plain language and include sections on:
- how a workplace policy addressing HIV and AIDS can benefit local NGOs
- the key principles for a workplace policy
- the components of an ideal workplace policy
- how to adapt the ideal workplace policy to the partner’s context
- the process of developing and implementing a policy
- how to cover the costs of the policy
And most importantly, the guidelines are not just talk; they present explicitly stated principles and commitments from the members of STOP AIDS NOW!, including financial and other support that will be given to partner organisations. As the document is very clear and precise, both local NGOs and donors know what is offered, why and with what limits. For example STOP AIDS NOW! committed to fund up a maximum of 4% of the total staffing costs.
Country projects
For a period of three years the guidelines are implemented in the countries Uganda, India and Ethiopia. During this period continues capacity building activities take place. These activities are organised at the local level.
Inspiring and involving others
At the same time STOP AIDS NOW! aims to inspire other donors to help partner organisations to manage HIV and AIDS in the workplace.
Local NGOs are motivated to organise donor meetings on the subject. They can use the guidelines to open up dialogue.
Commitments of our partners
OxfamNovib has accepted the guidelines for their partner organisations worldwide in 2006. Cordaid will implement the Good Donorhsip guidelines worldwide from 2007 onwards. HIVOS will choose a phased implementation approach and will start with AIDS specific partners and high prevalence countries. All partner organisations that would like to address HIV in the workplace within their funding proposal will be positively approached. ICCO and KerkinActie have accepted the principles and basics within their overall strategy, but will work further on the financial implications to be able to manage the consequences better.
